These Terms & Conditions ("Terms") govern your use of PPP TV — the app and pppfan.com (the "Service"), provided by Ngomma Value Added Services Limited ("PPP TV", "we", "us", "our"). By creating a PPP TV Handle or otherwise using the Service, you agree to these Terms and our Privacy Policy. If you do not agree, please do not use the Service.
By accessing or using the Service, you confirm you can form a binding contract with us and agree to be bound by these Terms.
You must be 18 years of age or older to hold a PPP TV Handle or use Meet Up. By using the Service you confirm you meet this requirement.
A PPP TV Handle is your identity across Live TV comments/voting and Meet Up. You're responsible for the accuracy of the information on your Handle and Meet Up profile, and for keeping your account secure. A Meet Up profile only becomes visible to other members once you've confirmed your age and given consent to share it, as described on the profile page itself and in our Privacy Policy.
You keep ownership of the photos, videos, text and polls you post. By posting, you grant PPP TV a non-exclusive, royalty-free licence to host, display and distribute that content within the Service so other members (and, where you specifically opt in per post, PPP TV viewers) can see it.
You agree not to post or send anything that is illegal, hateful, harassing, sexually exploitative, fraudulent, impersonates someone else, or that violates another person's privacy or rights. You agree not to attempt to circumvent our content moderation, scrape the Service, or use it to spam or scam other members.
We use automated screening and human review to check content before it's published or aired. We may remove content, or suspend or terminate an account, that violates these Terms or our content standards, with or without notice where necessary to protect the Service or other members.
Meet Up lets members with an active Handle message each other, and request paid introductions to another member's contact details, subject to that member's consent. Messaging includes text, photos, GIFs, stickers and voice messages, one-to-one chats and group Rooms, and the ability to share a post into a chat. Some actions — such as posting, commenting, messaging, downloading or sharing media — require an active Handle and are not available while signed out. Payments are processed via M-Pesa/Daraja; PPP TV Handle purchase and introduction-request pricing is shown in-app at the time of purchase. Amounts paid for a completed, delivered request are non-refundable except where required by law.
Identity verification. Kenyan law — including anti-money-laundering and counter-terrorism-financing requirements, tax rules, and the compliance obligations of the banks and mobile-money providers we use — may require us to confirm who you are before money moves to or from your account. We may therefore ask you, now or in future, for identification such as a national ID, passport, KRA PIN, or evidence that the M-Pesa number you have given us belongs to you, and we may delay, hold or decline a payment or payout until it is provided. For Partners Program payouts this is not optional: identity is always verified before any payment (clause 9). We ask for these documents only where they are needed for that purpose, keep them only for as long as the law requires, and handle them in line with our Privacy Policy.
Message status and presence. Indicators such as read receipts, delivery status and online presence are provided on a best-effort basis and may not always reflect real-time activity — for example, a member may preview a message privately or archive a conversation without a read receipt being sent. You should not rely on these indicators as proof that a message was read or that a member is available.
Safety tools. You can mute, archive, block or report other members and conversations at any time. Blocking prevents further contact from that member; reporting sends the conversation or content to us for review.
The app can, with your permission, compare scrambled fingerprints of the phone numbers in your address book with members' verified phone numbers to show you which of your contacts are already on PPP TV, and let you invite the others from your own phone with your personal invitation link. By using this feature you confirm that you are entitled to use those contact details for this purpose and that you will only invite people who would reasonably welcome it. We record who invited whom so that referral programmes can be honoured; invitations must never be sent in bulk, to strangers, or with misleading messages, and abuse of the feature may lead to suspension. See the Privacy Policy, section 2A, for what we receive and keep.
By creating a PPP TV account or claiming a handle, you agree that we may send you important information regarding your account and the Service — such as security alerts, login codes, account changes, payment and monetization notices, policy updates and service announcements — through any of the contact channels available to us, including SMS, email, push notifications, WhatsApp, in-app chat messages (for example from our official service accounts) and the PPP TV inbox. These service communications are part of operating your account and may be sent even where you have opted out of marketing messages. Standard carrier rates may apply to SMS or WhatsApp messages depending on your provider.
PPP TV may, at its discretion, invite eligible members into the Partners Program — an optional way to earn a share of a variable rewards pool based on engagement on the Service (such as Live TV comments, new followers, and comments received on your Meet Up posts). The Partners Program is separate from your PPP TV Handle and Meet Up profile, and participating in it is entirely optional.
Anyone with an active PPP TV Handle may buy advertising through pppfan.com/advertise. Buying an ad does not make you our agent, partner or employee, and we do not endorse what you advertise.
In addition to section 5, the following may not be advertised at all: unlicensed financial services, cryptocurrency trading, investment or “earn from home” schemes, loan sharking, counterfeit goods, sexual services, tobacco and vaping, prescription medicines, weapons, and anything that is illegal in Kenya.
Advertising restricted by age or subject matter — gambling above all, and anything else we mark as restricted — airs on PPP Live only during the watershed, 10:00pm to 6:00am East Africa Time. Outside those hours it is held back automatically. This is enforced by the platform, not left to the advertiser, and the hours follow Kenya’s broadcasting rules; if those change, the watershed changes with them.
Impression and click counts shown in your dashboard are ours, measured by our own systems, and are what we bill against. We do not guarantee any level of reach, clicks, sales or followers.
PPP TV MeetUp lets you list items for sale on Sella (sella.co.ke), our classifieds marketplace, without leaving the app. Listings you create this way are Sella listings and are also governed by the Sella Terms & Conditions. Where the two documents differ on a selling question, the Sella Terms apply to the listing itself.
Selling requires more of you than browsing does, because a buyer is being asked to part with money on the strength of what you have written. Before your first listing we ask you to complete your selling details in the app:
You must keep these details accurate. Trading under a name that is not yours, or that is calculated to make buyers think you are someone else, is grounds for removing your listings and closing your account.
PPP TV and Sella provide the place where buyers and sellers meet. We are not a party to any sale, we do not take possession of goods listed in classifieds, and the contract for the item is between you and the buyer. You are responsible for the item, for describing it accurately, for delivering it, and for meeting your obligations under Kenyan consumer law. Nothing in these Terms limits a consumer's rights under the Consumer Protection Act, 2012.
Buyers reach you through your PPP TV MeetUp inbox. If you have never chosen a handle, we create one for you from your trading name so buyers have someone to reply to; you can change it at any time, and your conversations stay with you when you do. Messages about your listings are subject to the same acceptable-use rules as the rest of the Service.
Posting a classifieds listing is free. Paid options — promotion, boosts, selling online through the Sella cart, and seller plans — are described where they are offered and are governed by the Sella Terms. We will tell you the price before you are charged for anything.
We may suspend or terminate your access to the Service if you breach these Terms, or to protect the safety or integrity of the Service. You may stop using the Service, or request deletion of your account, at any time — see Delete Your Account & Data.
The Service is provided "as is". We do not guarantee that content will always be available, error-free, or that automated moderation will catch every violation. You use the Service, and interact with other members, at your own discretion.
To the fullest extent permitted by Kenyan law, PPP TV and Ngomma Value Added Services Limited are not liable for indirect, incidental or consequential damages arising from your use of the Service, including content posted by other members or aired on PPP TV.
We may update these Terms from time to time. The "Last updated" date above shows when. Continued use of the Service after an update means you accept the revised Terms.
These Terms are governed by the laws of Kenya.
